TRANSCRIPT: SEQ. 6: GUR: "The Americans will be located in five points. As I said before there is no military purpose and value of Americans (indistinct) ... and as I said before it has only a peaceful meaning and a political meaning not at all military. No I don't think that any of both sides whether the Egyptians not the Israelis see in any America hostage. That's silly I mean some people raised that expression I think that United States are not responsible especially because both sides understand exactly the purpose of the Americans presence in order to keep the peace and nobody sees them as any part of any aggression or conflict or misunderstanding between the Israelis and the Egyptians".

Background: Negotiations are still going on in Geneva between Israel and Egypt regarding the imminent handover of the Abu Rudeis Oil Fields on the Suez Gulf. The agreement is part of the new interim peace accord signed over a fortnight ago.

A technical committee has been formed from oil experts from both sides and negotiations are underway to decide on compensation for installations set up by the Israelis on the oil fields since they seized them during the 1967 war.

The experts' findings will be reported to a full session of delegations headed by Egypt's Major General Taha E1 Magdoub and Ambassador Mordechai Gazit of Israel.

The main issue under discussion is a stipulation in an addendum to the interim accord that Israel undertakes to leave intact all currently existing civilian installations and infrastructures around Abu Rudeis.

The delegations have to work out a timetable and procedure for the handover of the oil fields and installations over a period of eight weeks. When the delegates sign an agreement the handover and movement of troops to new positions in the Sinai desert must start within a fortnight of the signing.

On Thursday (18 September) Israel's Army Chief of Staff, General Mordechafue spoke to newsmen in Tel Aviv about the handover.
