    A GENERAL ELECTION WAS HELD IN KUWAIT ON WEDNESDAY FOR THE FIRST FULLY-PLEDGED NATIONAL ASSEMBLY.CANDIDATES WERE ELECTED TO FILL THE 50 SEATS IN THE LOWER HOUSE OF PARLIAMENT.PARTIES ARE BANNED IN THE OIL SHEIKHDOM, BUT ONE GROUP OF TEN CANDIDATES WHO WON ARE GENERALLY REGARDED AS SUPPORTING PRESIDENT NASSER OF EGYPT.

    THE ELECTIONS TOOK PLACE UNDER FULL FREEDOM AND CHOICE.THERE WERE 205 CANDIDATES IN ALL; AND 90 PER CENT OF THE VOTERS WENT TO THE POLLS.THE ASSEMBLY'S LIFE IS TO BE YOUR YEARS AND IT WILL SIT FOR AT LEAST EIGHT MONTHS A YEAR.A PERMANENT CONSTITUTION HAS BEEN ADOPTED; AND WILL COME INTO FORCE SOON.

    THE PRESENT CABINET HAS NOT YET RESIGNED - AND NEED NOT DO SO UNDER THE NEW CONSTITUTION.THE RULER, SHEIKH ABDULLAH AL SALIM AL SUBAH, HAS THE RESPONSIBILITY FOR ALL SUCH DECISION.HE WILL OPEN THE NEW PARLIAMENT ON TUESDAY (JAN 29TH).
