    THE FIFTH ARAB SUMMIT CONFERENCE ENDED IN DISUNITY AT RABAT YESTERDAY (TUESDAY). EMPTY SEATS IN THE CONFERENCE HALL MARKED THE BOYCOTT OF THE START OF THE FINAL SESSION BY SYRIA, IRAQ AND SOUTH YEMEN.

    THE SUMMIT ENDED WITHOUT MENTION OF ANY CONFERENCE RESOLUTIONS AND WITHOUT THE USUAL FINAL COMMUNIQUE.

    WHEN IT WAS REALISED THAT THE DELEGATIONS FROM SYRIA, IRAQ AND SOUTH YEMEN WERE MISSING FROM THE CONFERENCE, THE START OF THE FINAL SESSION WAS DELAYED.

    ARAB LEADERS, INCLUDING ALGERIAN PRESIDENT HOUARI BOUMEDIENNE, HASTILY LEFT THE CONFERENCE IN AN ATTEMPT AT MEDIATION, AND EVENTUALLY THE SYRIAN AND IRAQI DELEGATIONS TOOK THEIR SEATS.

    FIVE HOURS LATER THE LAST PUBLIC SESSION OF THE CONFERENCE GOT UNDERWAY -- THOUGH STILL WITHOUT THE PRESENCE OF YEMEN'S PRESIDENT ABDUL RAHMAN AL IRYANI. HIS ABSENCE WAS INTERPRETED AS A FURTHER PROTEST AGAINST HIS FAILURE TO GET A HEARING INTO ALLEGATIONS THAT SAUDI ARABIA IS BACKING ROYALIST REBELS IN HIS TERRITORY.

    KING HASSAN OF MOROCCO, THE CONFERENCE CHAIRMAN, QUICKLY ADJOURNED THE FINAL SESSION TO AVOID ANY FURTHER SHOW OF DISUNITY. HE LATER EXPLAINED THE BOYCOTT OF THE FINAL SESSION AS THE RESULT OF "DOCTRINAL DIFFERENCES" WITHIN THE ARAB NATIONS.
