    IN SAIGON, PRIME MINISTER NGUYEN CAO KY YESTERDAY (TUESDAY) OPENED THE NEWLY-ELECTED NATIONAL ASSEMBLY.

    THE ASSEMBLY HAS THE TASK OF RE-WRITING THE CONSTITUTION AFTER THE RECENT ELECTIONS. THE PRIME MINISTER HAILED THE NEW BODY AS PROOF OF DEMOCRACY IN SOUTH VIETNAM.

    PRIME MINISTER KY WHO HEADS THE PRESENT MILITARY GOVERNMENT TOLD THE 117 MEMBERS THAT THE ELECTION HAD PROVED THAT THE POPULATION WAS DETERMINED TO FIGHT COMMUNISM.

    THE CHIEF OF STATE, GENERAL NGUYEN VAN THIEU ALSO ADDRESSED THE ASSEMBLY, AND AMONG GUESTS PRESENT WAS THE AMERICAN AMBASSADOR, MR. CABOT LODGE.

    UNDER A NEW CONSTITUTION, SOUTH VIETNAM WOULD HAVE A CIVILIAN GOVERNMENT WITHIN A YEAR OF ITS PROMULGATION.
