    IN THE FOREFRONT OF THIS STRUGGLE AT PRESENT ARE SPECIALLY TRAINED TEAMS OF SOUTH VIETNAMESE, CARRYING OUT THE PROGRAMME KNOWN AS REVOLUTIONARY DEVELOPMENT, OR R.D.

    EACH TEAM CONSIST OF 59 WORKERS. THEIR MAIN FUNCTION IS TO ENCOURAGE SELF-HELP AMONG THE VILLAGE PEOPLE. THEY INCLUDE SPECIALISTS TO HELP WITH EDUCATION, MEDICAL CARE, FARMING, LAND REFORM AND RECONSTRUCTION, AND TO EXPLAIN GOVERNMENT POLICY TO THE PEOPLE. BUT MORE THAN HALF OF EACH TEAM ARE TRAINED MILITIAMEN. THEIR FIRST DUTY IS TO GIVE THE VILLAGE PROTECTION IN AN EMERGENCY AGAINST THE VIETCONG, THOUGH THEY ARE NOT EXPECTED TO FACE MORE THAN A SQUAD-STRENGTH ATTACK FROM THE VIETCONG WITHOUT HELP FROM THE LOCAL MILITARY.

    INEVITABLY THE SUCCESS OR FAILURE OF THE PROJECTS TURNS ON THIS POINT: HOW FAR THE TEAMS CAN CONTINUE THEIR WORK UNHINDERED. VIETCONG ATTACKS ON THE R.D. TEAMS AND THE VILLAGERS THAT CO-OPERATE WITH THEM ARE INCREASING EVERY WEEK. MORE THAN TWO HUNDRED HAVE BEEN KILLED THIS YEAR AND MORE WOUNDED OR CAPTURED.

    THERE ARE SEVERAL HUNDRED R.D. TEAMS IN THE FIELD, AND THE SOUTH VIETNAMESE AUTHORITIES AGREE THAT THE DEGREE OF SUCCESS VARIES GREATLY. ONE THAT THEY CONSIDER TO BE AMONG THE MOST SUCCESSFULLY IS IN THE VILLAGES OF XAM DAU AND XAM LON. THESE TWO VILLAGES IN BAC LIEU PROVINCE IN THE MEKONG DELTA, WERE ENTIRELY UNDER VIETCONG CONTROL ONLY FIVE MONTHS AGO.

    XAM DAU IS A ROMAN CATHOLIC HAMLET, AND XAM LON IS BUDDHIST. THEY ARE SEPARATED ONLY BY A CANAL, BUT TRADITIONAL THERE WAS NO TRADE COMMUNICATION OR CO-OPERATION BETWEEN THEM. THE ONLY WAY ACROSS WAS BY SAMPAN.

    UNDER THE SUPERVISION OF THE R.D. TEAM, THE VILLAGERS HAVE BUILT BRIDGES OVER THE CANAL, LAID CONCRETE PATHS THROUGHOUT THE AREA SO THAT PEOPLE CAN MOVE FREELY IN THE MONSOON PERIOD, AND FOR THE FIRST TIME, THE TWO HAMLETS HAVE STARTED WORKING AND TRADING WITH EACH OTHER.

    THIS SUCCESS OF THIS PARTICULAR PROJECT OWES MUCH TO THE LOCAL MILITARY COMMANDER, CAPTAIN PHUOC. HE COMMANDS AN INFANTRY BATTALION WITH A COMPOUND ON THE OUTSKIRTS OF THE TWIN VILLAGES. IN THIS CASE, HE HAS BEEN ABLE TO GIVE THE VILLAGE PEOPLE CONFIDENCE IN THE ABILITY OF HIS TROOPS TO PROTECT THEM FROM ANY VIETCONG REPRISALS FOR THEIR CO-OPERATION WITH THE GOVERNMENT. THE PEOPLE ARE SATISFIED THAT THEY WILL GET THE FULL BENEFIT OF THE WORK THEY PUT IN, AND HAVE THEREFORE GONE ABOUT IT WITH ENTHUSIASM.
