Background: CONVICTS FROM TAIWAN, CHINA, HAVE BEEN MOVED TO ORCHID ISLAND, LYING ABOUT 45 MILES TO THE SOUTH-EAST OF TAIWAN, WHERE EXTENSIVE DEVELOPMENT PROJECTS ARE UNDER WAY.

FILM SHOT JANUARY 22 SHOWS WORK WELL ADVANCED ON THE CONSTRUCTION OF A 1,000 METRE LANDING STRIP, EXPECTED TO BE READY BY MARCH THIS YEAR. PROJECTS ARE ALSO UNDER WAY FOR DEVELOPING A FISHING HARBOUR AND A HIGHWAY ROUND THE ISLAND. WHEN THIS WORK IS COMPLETED, THE ISLAND, AT PRESENT A RESTRICTED AREA, WILL BE ACCESSIBLE TO TOURISTS.

ANOTHER PART OF THE ISLAND'S REHABILITATION SCHEME IS A WELL RUN FARM, WITH MORE THAN A THOUSAND HEAD OF LIVESTOCK, WHERE DETAINEES WORK REGULAR HOURS AND RECEIVE PAY. ABOUT 900 OF THE DETAINEES LIVE IN THE TAIWAN PROVINCIAL VOCATION CENTRE, KNOWN AS THE "HAPPY VILLAGE" WHERE CLASSES, SPORT, AND HANDICRAFTS GIVE THE SETTLEMENT A COLLEGE ATMOSPHERE.

MORE THAN 1,700 ISLANDERS OF THE YAMI TRIBE, HAVE CONTINUED THEIR OLD WAYS OF LIFE, APPARENTLY LITTLE AFFECTED BY THE GREAT CHANGES BROUGHT ABOUT ON THEIR ISLAND. THEY HAVE, HOWEVER QUICKLY LEARNED THE ART OF USING MODERN TOOLS FOR THE CONSTRUCTION OF THE BOATS NECESSARY FOR THEIR LIVELIHOOD, FISHING.

AT THE "HAPPY VILLAGE" THE DETAINEES, MANY OF WHOM HAVE THEIR FAMILIES INCLUDING SMALL CHILDREN WITH THEM, STAGE THEIR OWN ENTERTAINMENTS, AND SING AND DANCE IN THE OPEN AIR.
