Background: Shrill trumpets greeted Pope John 23rd. as he was bourne into St. Peter's for his first public Consistory. He was to install twenty newly appointed Cardinals. As the procession moved slowly through the great congregation the Papal March resounded through the church and the spectators cheered.

At the Altar of the Chair, the Pope stepped from his litter. One by one the twenty cardinals were led to him. Pope John held their red hats over their heads, praying, and they were led away. Among this group of cardinals was Dr. Godfrey of Westminster, the ninth British Cardinal since the re-establishment of the Roman Catholic hierarchy.

The public service over, Pope John sat on his throne and was carried to the Vatican Palace. Meanwhile the cardinals walked to the St. Petronilla Chapel where they prostrated themselves before the altar. Each one was completely covered by his long cloak.

In the afternoon there was a secret consistory when the cardinals were installed as members of the Sacred College of Cardinals, given their rings and red hats. They have sworn to serve the Church even to as far as shedding their blood.
