    The Portuguese Communist Party opened its four-day Congress on Thursday (11 November) in Lisbon, and the Party's role in the Portuguese revolution over the past two years.

    SYNOPSIS: The Communist Party faired poorly in the election earlier this year, winning only 14.5 per cent in the parliamentary poll, and only seven per cent of the Presidency. But Dr. Cunhal forecast that next month's municipal elections would bring down Portugal's Socialist Government, which has been ruling since last July without a majority in Parliament.

    Dr. Cunhal also renewed his call for a government based on an alliance of Socialists and Communists, making it clear that criticism he had made of the Socialist leadership and Government did not include the whole Socialist Party. He had condemned the Government's current austerity policy, and called for the economy to be strengthened by reinforcing worker-participation, rather than by a policy of "capitalist recuperation" which was what the Government was doing.

    The Secretary-General's address was nevertheless regarded as a hard-line speech, reaffirming loyalty to the Kremlin.

    He made it clear that the Portuguese Communist Party would have nothing to do with the "Eurocommunism" adopted by some other West European parties, which have committed themselves to a policy of independence from the Soviet Union. He said the ;arty would not yield to threats, blackmail, or interference by either foreign imperialism or European social-democracy to follow an anti-Soviet line.
