    The United Nations Law of the Sea Conference recessed fore six months on August 29 at the end of ten weeks of inconclusive debate which left many of the 3,000 delegates disappointed.

    In the early heady days of the conference, it appeared that agreement in principle on the main issues was not only possible but within grasp.

    But, after the closing ceremony, Conference President Shirley Amerasinghe of Sri Lanka told newsmen that there was now little hope of concluding a new world treaty next year.

    He added that it would be "physically impossible" to complete a treaty draft by the end of the scheduled 1975 Geneva Spring Session.

    It now appears that the eight-week Geneva talks due to open on March 17 next year will be followed by a further drafting session later in the year --- thus delaying the treaty signing in Caracas until 1976.

    The conference showed up great differences between the traditional ???lised maritime powers, who formed the existing laws of the sea, and the developing countries, who want new laws which take account of their interests.

    The disagreements have been over how great a jurisdiction a coastal state should have over the exclusive zone next to its shores; what control coastal states should have of straights within their 12-mile (17kilometre) limit and used for international navigation, and how extensive should be the powers of an international sea-bed authority.

    In his final statement, Mr. Amerasinghe admitted thatthere had been no great agreement on any final text on any single subject or issue. But he added, 'We can, however, derive some legitimate satisfaction from the thought that most of the key issues have been identified and exhaustively discussed."
