    The rehabilitation programme for thousands of Viet Cong deserters is claimed by South Vietnamese government to be a success in preparing former Viet Cong to take a useful place in South Vietnamese life. But many observers doubt that the programme - which costs some ten million Us dollars a year - is effective.

    One centre for the rehabilitation programme is at Chieu Hoi, where several hundred of the estimated 150.000 Viet Cong defectors are given instruction in motor vehicle maintenance as well as lessons aimed at indoctrinating them on the South Vietnamese government policies.

    The former Viet Cong are compelled to attend these lessons each week, but some observers feel that the men and concerned only with returning to their settlements in South Vietnam in the hope that they will be able to make a living.

    Many of them are given courses in motor maintenance, which the South Vietnamese government claims will enable them to find employment when they are released from the camp.

    But a great deal of the time is spent by the defectors in playing cards while waiting for eventual release.
