Background: Ships are piling up in Montreal harbour as a Team masters strike takes up waterfront traffic. It is the end second strike in less ten days -- a dispute with river pilots ended during the weekend. Another factor in the harbour congestion is the delayed opening of the St. Lawrence Seaway due to a crack in the Eisenhower Lock at Massena, N.Y. Railway terminals in Montreal are attempting to handle the increased traffic due to the truckers' tie-up so what is expected to be a record-breaking year in St. Lawrence traffic is off to a slow start.
