Background: MORE THAN 1,000 PEOPLE ARE FEARED DEAD IN THE DEVASTATING FLOODS AND LANDSLIDES WHICH LAST WEEKEND RAVAGED NORTH BENGAL LEAVING THOUSANDS OF PEOPLE MAROONED AND HOMELESS. FOUR DAYS OF TORRENTIAL RAIN INUNDATED AREAS OF DARJEELING, KALIMPONG AND KURSEONG. THE OFFICIAL DEATH TOLL ROSE YESTERDAY (WEDNESDAY) TO 846 BUT REPORTS FROM AFFECTED AREAS INDICATE A MUCH HIGHER TOLL.

WHOLE VILLAGES DISAPPEARED AS FLOODWATERS SURGED OUT OF SWOLLEN RIVERS. THE RAIN CAUSED LANDSLIDES NEAR THE BORDERS OF NEPAL, SIKKIM AND BHUTAN, ISOLATING A 7,000 SQUARE MILE (18,000 SQ. KMS.) AREA FROM THE REST OF THE COUNTRY.

TROOPS AND AIR-FORCE HELICOPTERS JOINED IN EXTENSIVE RELIEF OPERATIONS AND MERCY FLIGHTS TO DROP FOOD AND MEDICAL SUPPLIES IN THE STRICKEN AREAS AND EVACUATE THE CASUALTIES TO CALCUTTA AND MAJOR CENTRES.

JALPAIGURI WAS AMONG THE WORST HIT TOWNS. MANY PEOPLE FLED THE DEVASTATED TOWN FOR SILIGURI AS THE CARCASSES OF HUNDREDS OF CATTLE LYING DEAD FOR MORE THAN FOUR DAYS POSED HEALTH HAZARDS. ACCORDING TO UNCONFIRMED REPORTS, CHOLERA HAS BROKEN OUT IN THE TOWN.

GOVERNMENT OFFICIALS SENT TO JALPAIGURI TO ORGANISE RELIEF OPERATIONS ADMITTED SOME MISMANAGEMENT IN DEALING WITH THE FLOOD VICTIMS. MANY PEOPLE CRITICISED THE LACK OF RELIEF FROM GOVERNMENT AGENCIES.

ROADS, RAILWAY LINES, TELECOMMUNICATIONS AND OIL PIPELINES RUNNING TO THE BARAUNI REFINERY IN BIHAR WERE SERIOUSLY DISRUPTED.

THE TEESTA RAILWAY BRIDGE, NEAR SILIGURI, THE ONLY LINK BETWEEN ASSAM AND THE REST OF INDIA WAS BADLY DAMAGED. THOUSANDS OF PASSENGERS WERE LEFT STRANDED AT VARIOUS STATIONS.

HUNDREDS OF PEOPLE ARE STILL MISSING FROM MANY WASHED-OUT VILLAGES ALONG THE RIVER BANK.
