    THE GENERAL LATER FLEW TO CALIFORNIA TO REPORT TO GENERAL EISENHOWER ABOUT HIS TALKS WITH THE PRESIDENT. HE IS DUE TO RETURN TO SAIGON TOMORROW (TUESDAY).

    THE FINAL DISCUSSIONS WERE ATTENDED ALSO BY THE SECRETARY OF STATE, DEAN RUSK, DEFENCE SECRETARY, CLARK CLIFFORD, VICE PRESIDENT HUMPHREY AND THE CHAIRMAN OF THE JOINT CHIEFS OF STAFF, GENERAL EARLE WHEELER.

    GENERAL WESTMORELAND TOLD REPORTERS AFTER THE MEETING THAT HE HAD SENT A MESSAGE OF CONGRATULATIONS TO LIEUTENANT GENERAL CUSHMAN FOR THE SUCCESS OF 'OPERATION PEGASUS' WHICH LED TO THE RELIEF OF KHE SANH.
