    THE CHAIRMAN AND DELEGATES ON THE UNITED NATIONS COMMITTEE ON APARTHEID ARRIVED IN LONDON TONIGHT, (SUNDAY) FOR TUESDAY'S INTERNATIONAL CONFERENCE ON ECONOMICS SANCTIONS AGAINST SOUTH AFRICA.

    THE COMMITTEE, HEADED BY M. DALLIO TELLI, THE GUINEAN AMBASSADOR TO THE UNITED NATIONS, WILL ACT AS OBSERVERS AT THE CONFERENCE SCHEDULED TO BE ATTENDED BY 200 DELEGATES REPRESENTING SOME 30 COUNTRIES.

    MOST OF THE NATIONAL DELEGATIONS TO THE CONFERENCE WILL BE OFFICIAL AND REPRESENT MAINLY THE AFRO-ASIAN BLOC. THERE WILL ALSO BE OFFICIAL DELEGATIONS FROM THE EASTERN BLOC INCLUDING THE SOVIET UNION, POLAND, CZECHOSLOVAKIA AND THE PEOPLES REPUBLIC OF CHINA.

    THE AIM OF THE CONFERENCE, UNDER THE CHAIRMANSHIP OF MR. MONGI SLIM, THE TUNISIAN FOREIGN MINISTER, WILL BE TO SECURE UNITED NATIONS ACTION TO INITIATE AN ECONOMIC BOYCOTT OR BLOCKADE OF THE UNION, AND THEREBY FORCE SOUTH AFRICA TO END ITS POLICY OF APARTHEID.

    ONE OF THE METHODS LIKELY TO BE DISCUSSED BY THE CONFERENCE WILL BE THE POSSIBILITY OF A SEA BLOCKADE OF SOUTH AFRICA, WITH NAVIES OF THE UNITED NATIONS BEING PUT AT THE DISPOSAL OF THE WORLD ORGANIZATION. THIS, ACCORDING TO SOME EXPERTS, WOULD HALT THE FLOW OF OIL TO THE UNION AND THEREFORE BRING ITS INDUSTRY TO A HALT.

    ANOTHER TOPIC WILL BE TRADE BOYCOTT BY NATIONS NOW ACTIVELY ENGAGED IN THE SOUTH AFRICAN MARKET.

    ASIDE FROM THE OFFICIAL DELEGATIONS ATTENDING THE CONFERENCE, A NUMBER OF WORLD FIGURES IN THE ARTS HAVE LOANED THEIR SUPPORT TO THE PROJECT. THEY INCLUDE J.B. PRIESTLY, THE AUTHOR, AND BENJAMIN BRITTEN, THE COMPOSER.

    ALTHOUGH THE U.S. COMMITTEE ON APARTHEID WILL TAKE NO OFFICIAL PART IN THE PROCEEDINGS, IT WILL BE ON HAND TO REPORT ON ITS INVESTIGATIONS INTO SOUTH AFRICA'S RACIAL POLICIES TO THE DELEGATES.
