    President Luis Echeverria of Mexico, speaking in Spanish, criticised the United States on Tuesday (5 October) at the Untied Nations, saying the ten per cent import surcharge hurt his country and all developing countries. He warned against protectionist trade barriers, saying developing countries - already facing balance of payment deficits - would be forced to reduce their imports.

    One of the industries his in Mexico is the tomato industry. Seventy per cent of its exports to the United States, and tomato farmers in Mexico fear that if the surcharge remains the whole industry - Mexico's third largest exporter - could collapse.
