    TRANSCRIPT: CHIEF ANTHONY ENAHORO: "THE AIM OF THIS MEETING IS TO EXAMINE WAYS AND MEANS OF ENSURING THAT GENUINE RELIEF SUPPLIES AND OPERATIONS ARE SEPARATED, AND SEEN TO BE SEPARATED, FROM THOSE SO-CALLED HUMANITARIAN ACTIVITIES WHICH STRENGTHEN THE WILL OF THE REBELS TO FIGHT ON AND RE-INFORCE THEIR MEANS OF SUSTAINING THEIR REBELLION AS WELL AS THE ILLUSION OF WORLD DIPLOMATIC APPROVAL AND DE-FACTO RECOGNITION. I HAVE, IN THE CIRCUMSTANCES, BEEN AUTHORISED BY THE FEDERAL GOVERNMENT TO ANNOUNCE THAT THE FEDERAL GOVERNMENT AND THE PEOPLE OF NIGERIA WILL HENCEFORTH ASSUME THE MAIN RESPONSIBILITY FOR PROVIDING RELIEF TO NEEDY PERSONS IN THE WAR ZONES. BECAUSE OF THE CURRENT WAR SITUATION, HOWEVER, THE FEDERAL GOVERNMENT WILL CONTINUE TO WELCOME GENUINE RELIEF ASSISTANCE FROM OUTSIDE THE COUNTRY PROVIDED THAT THE DONORS AGREE TO ADEQUATE ARRANGEMENTS FOR SUCH RELIEF TO BE CHANNELLED EXCLUSIVELY TO NEEDY CIVILIANS."



    "I WISH NOW TO TURN TO THE SET OF PROBLEMS POSED BY EFFORTS TO ORGANISE RELIEF SUPPLIES TO REBEL-HELD AREAS. THE FEDERAL GOVERNMENT DID NOT INVENT ECONOMIC BLOCKADE AS AN INSTRUMENT OF WAR. IT IS AS OLD AS THE HISTORY OF WAR ITSELF. IF CARRIED TO ITS LOGICAL CONCLUSION, TOTAL ECONOMIC BLOCKADE IMPLIES AN EMBARGO ON ALL SUPPLIES WHICH CAN ASSIST MATERIALLY THE ABILITY OF THE REBEL GROUP TO RESIST FEDERAL AUTHORITY OR PREFER CONTINUED WAR TO CAPITULATION."

    THE NIGERIAN GOVERNMENT SAYS IT HAS TAKEN THE STEP TO PREVENT WEAPONS AND MILITARY EQUIPMENT FROM REACHING BIAFRA UNDER COVER OF RELIEF FLIGHTS.

    AT A CONFERENCE IN LAGOS OF REPRESENTATIVES OF ALL THE RELIEF ORGANISATIONS, CHIEF ANTHONY ENAHORO THE NIGERIAN COMMISSIONER FOR INFORMATION AND LABOUR EXPLAINED THE MOVE:
    LATER IN HIS STATEMENT, CHIEF ENAHORO SAID:
    THE BAN CAN BE ENFORCED BY MIG NIGHT-FIGHTERS NOW COMING INTO SERVICE WITH THE NIGERIAN AIR FORCE, SO ANY RELIEF ORGANISATION DEFYING THE BAN COULD BE CONDEMNING IT'S AIRCREW TO DEATH.

    IT IS EXPECTED THAT THE NEW SCHEME WILL DRASTICALLY REDUCE THE AMOUNT OF RELIEF SUPPLIES REACHING BIAFRA.
