Background: Negotiations for the association of Nigeria with the six-nation European Common Market opened in Brussels today (Tuesday) between a Nigerian Government delegation and the E.E.C. Commission. The Nigerian delegation is led by Mr Zana Bukar, the Nigerian Minister of Trade and Industry.

Nigeria is the first British Commonwealth country to negotiate for a direct economic link with the European community.

This first stage is the negotiations is expected to last four days. The Nigerian delegation is to be told of the negotiating mandate given the Commission by the E.E.C. Council of Ministers last month. The mandate is based on the provisions of the Younde Convention which already links eighteen African independent states with the Common Market, but it also provides for a completely separate association agreement distinct from the Convention.

One-third of Nigeria's exports of vegetable oils and seeds, cocoa, tropical hardwoods and plywood already got to the Common Market - principally to West Germany and Holland....
