Background: The Yugoslav government delegation headed by the Secretary for Foreign Affairs, Mr. Mirko Tepavats, arrived in Shanghai on the 8th of June. Mr. Mirko Tepavats and the other members of the delegation were offered a hearty welcome at the Shanghai airport.
Although this was not an official welcome - as it was meant for Peking the following day - the Yugoslav officials were met by a number of Chinese high officials, representatives of the Chinese Government, the Revolutionary Committee and citizens of Shanghai. This was the first time - in the history of Yugoslav-Chinese relations- that a Yugoslav Foreign Secretary stepped on Chinese soil. Mr. Tepavats and his Chinese counterpart discussed a number of topics, and Mr. Tepavats was also received by the Chinese Premier Chu en Lai. The two delegations endeavoured to state the political positions of the two countries having in view national interests and common stands regarding international problems. Discussions were taking place in a particularly friendly atmosphere, and treated questions of bilateral cooperation.
