    AT BLOOMFIELD GOSPEL HALL IN BELFAST TODAY (WEDNESDAY) A FUNERAL SERVICE WAS HELD FOR CONSTABLE VICTOR ARBUCKLE - THE 29-YEAR-OLD LOCAL POLICEMAN WHO WAS SHOT DEAD DURING LAST WEEKEND'S (OCTOBER 11-12 NIGHT) VIOLENT RIOTING IN THE PROTESTANT SHANKILL ROAD AREA. AFTER THE SERVICE, A PROCESSION OF MORE THAN 2,000 PEOPLE - STRETCHING FOR MORE THAN HALF A MILE (1 KM.) - ACCOMPANIED THE WIDOW TO THE CEMETERY.

    THE RIOTING IN WHICH CONSTABLE ARBUCKLE WAS KILLED ALSO CLAIMED TWO OTHER LIVES - AND LEFT A REPORTED 64 INJURED, AMONG THEM THREE MORE POLICE AND 20 SOLDIERS. THE FIGHTING, WHICH ERUPTED AT ABOUT 10 P.M. SATURDAY NIGHT, BEGAN WHEN A GROUP OF PROTESTANTS ADVANCED ON A POLICE LINE TRYING TO REACH THE CATHOLIC QUARTER. FIGHTING SOON BROKE UT AND SHOTS WERE FIRED, ONE OF THEM FELLING CONSTABLE ARBUCKLE. THE TROOPS WERE THEN CALLED IN AND, FOR THE FIRST TIME SINCE THE OUTBREAK OF THE ULSTER TROUBLES, GIVEN THE ORDER TO FIRE TO KILL IF DIRECTLY ATTACKED. EIGHT HOURS OF BITTER FIGHTING MADE THE WEEKEND RIOTS THE WORST-EVER SINCE THE START OF THE DEMONSTRATIONS LAST AUGUST.

    MUCH OF THE PROTESTANT'S CURRENT DISSATISFACTION IS CAUSED BY THE DISARMING OF THE "B-SPECIAL" POLICE FORCE - WHICH MANY OF THEM FEEL IS A CONCESSION TO THE DEMANDS OF THE CATHOLIC MINORITY. THE NEW, DISARMED POLICE WILL BE STARTING DUTY IN LONDONDERRY AND BELFAST ON FRIDAY (OCTOBER 17) AND TODAY PRIME MINISTER CHICHESTER-CLARK SAID THAT HE WAS "CONFIDENT THAT THE PEOPLE OF THESE AREAS WILL NOW WISH TO RESUME A RESPONSIBLE RELATIONSHIP WITH THE POLICE."
    ALTHOUGH AN UNEASY CALM NOW DOES REIGN OVER BELFAST - IN BOTH THE CATHOLIC AND THE PROTESTANT AREAS - ONLY THE ACTUAL START OF THE DUTIES OF THE NEWLY-DISARMED POLICE ON FRIDAY WILL TELL WHAT THE REACTION WILL BE. UNTIL THIS REACTION HAS BEEN ESTABLISHED, THE POLICE WILL PATROL ALONGSIDE MILITARY POLICE AND, AT NIGHTFALL, WILL LEAVE THE TROUBLED AREAS TO MILITARY SURVEILLANCE.
