Background: HOMELESS AND HUNGRY, HUNDREDS OF TURKS ARE SEEKING HELP IN NICOSIA FROM THE TURKISH VOLUNTARY SERVICE. WOMEN AND CHILDREN ARE QUEUING FOR FOOD SENT FROM TURKEY: FISH, CHEESE, ORANGES AND MEAT, NOT FORGETTING SWEETS FOR THE CHILDREN. MOST OF THEM HAVE LOST ALL THEIR POSSESSIONS IN THE RECENT FIGHTING, AND ARE GRATEFUL FOR THE CLOTHING AND SHOES SENT ALONG TO THE DISTRIBUTION CENTRE.

FOR TURKISH FAMILIES, THE POSITION IN CYPRUS IS PRECARIOUS. THE TURKISH QUARTER IN MOST OF THE LARGER TOWNS IS SURROUNDED BY HOSTILE GREEKS, WHILE THE REMOTE TURKISH VILLAGES DOTTED AROUND THE COUNTRYSIDE ARE UNDER BLOCKADE, ISOLATED BY CUT TELEPHONE LINES, AND DESPERATELY SHORT OF FOOD. THE FACES OF THE MOTHERS SITTING HELPLESS IN THE CENTRE REFLECT THE MISERY FELT GENERALLY BY THEIR RACE.

IN THE SAND-BAGGED POLICE STATION IN THE TURKISH QUARTER, A POLICE SPOKESMAN SAID THAT THERE ARE 8,000 REFUGEES FROM THE NORTHERN SUBURBS OF NICOSIA CRAMMED INTO THE AREA. FOOD WAS STILL SUFFICIENT, HE SAID, ADDING: "BUT, OF COURSE. THIS CAN'T GO ON MUCH LONGER."
A CONVICTION THAT THE GREEK AIM IS TO REDUCE THE TURKS TO THE STATUS OF A HELPLESS, SCATTERED MINORITY IS HELD BY RAOUF DENKTASH, THE POWERFUL SECOND-IN-COMMAND TO DR. KUTCHUK, NOMINAL TURKISH LEADER. AS A RESULT, TURKISH CYPRIOTS HAVE RETURNED TO OLD DEMANDS FOR PARTITION OF CYPRUS. TURKISH LEADERS HAVE NOW SAID THAT THEY DO NOT RECOGNISE THE LEGALITY OF THE MAKARIOS GOVERNMENT.

THE LONDON CONFERENCE SHORTLY TO BE CALLED WILL SEE A NUMBER OF CONFLICTING VIEWS PUT FORWARD: BUT ONE VIEWPOINT WILL HAVE THE SUPPORT OF BOTH BRITAIN AND TURKEY. IT IS CONSIDERED ESSENTIAL THAT THE TURKISH CYPRIOT MINORITY SHOULD BE GIVEN A CAST IRON MULTILATERAL GUARANTEE FOR THE SAFETY OF THEIR LIVES AND PROPERTY.
