AS HAS BEEN MADE CLEAR THROUGHOUT, ALL DISCUSSIONS THAT MYSELF AND THE ATTORNEY-GENERAL MAY HAVE IN RHODESIA WOULD BE CONDUCTED UNDER THE AEGIS OF THE GOVERNOR AND THE VISIT IS IN NO WAY DOES IT CONSTITUTE ANY CHANGE IN THE ATTITUDE OF HER MAJESTY'S GOVERNMENT TOWARDS THE REGIME IN RHODESIA. THE ATTORNEY-GENERAL AND MYSELF WILL BE LEAVING LONDON. I HOPE IN A VERY FEW MINUTES.

BRITISH PRIME MINISTER HAROLD WILSON HAD ORDERED THE DELAY WHILE THE GOVERNMENT SOUGHT CLARIFICATION ON THE ATTITUDE OF MR. IAN SMITH, HEAD OF THE ILLEGAL REGIME IN RHODESIA, TO THE MISSION. THE COMET JET OF THE ROYAL AIR FORCE LEFT WITH COMMONWEALTH SECRETARY, MR. HERBET BOWDEN, AND ATTORNEY-GENERAL, SIR ELWYN JONES, ABOARD AFTER A STATEMENT HAD BEEN ISSUED FROM DOWNING STREET BY MR. WILSON. IN RHODESIA POLICE WERE INVESTIGATING TWO PETROL BOMB ATTACKS WHICH DAMAGED AN HOTEL NEAR SALISBURY AND BLEW THE ROOF OFF A BLOCK OF SHOPS AT LOCHINVAR, NEAR THE AFRICAN TOWNSHIP OF HIGHFIELD.

    THE SUDDEN POSTPONEMENT OF THE SCHEDULED VISIT TONIGHT FOLLOWED A SURPRISE STATEMENT BY MR. IAN SMITH IN SALISBURY, SAYING TALKS MUST BE AT GOVERNMENT LEVEL. THIS CAUSED A FLURRY OF ACTIVITY IN LONDON, AND AT ONE POINT IT SEEMED POSSIBLE THAT THE MISSION MIGHT BE POSTPONED. THE MISSION PLANNED TO SET OUT IN DETAIL FOR RHODESIANS THE FULL IMPLICATIONS OF BRITAIN'S "LAST CHANCE" OFFER TO NEGOTIATE A SETTLEMENT OF THE INDEPENDENCE CRISIS.
