    THE SUDDEN POSTPONEMENT OF THE SCHEDULED VISIT TONIGHT FOLLOWED A SURPRISE STATEMENT BY MR. IAN SMITH IN SALISBURY, SAYING TALKS MUST BE AT GOVERNMENT LEVEL. THIS CAUSED A FLURRY OF ACTIVITY IN LONDON, AND AT ONE POINT IT SEEMED POSSIBLE THAT THE MISSION MIGHT BE POSTPONED.
