MEANWHILE, THE COUNTRY'S NEW FOREIGN SECRETARY, MR. MICHAEL STEWART, BEGAN HIS FIRST DAY IN OFFICE WITH A SHARP REBUFF TO HIS PREDECESSOR.

    STANDING ON THE STEPS OF HIS OFFICIAL RESIDENCE, WITH HIS WIFE BY HIS SIDE, MR. BROWN SAID THERE WAS NO QUESTION OF A PERSONAL DISPUTE WITH THE PRIME MINISTER.

    BUT FROM THE NEW FOREIGN SECRETARY, MR STEWART, THERE CAME A SHARP REBUFF FOR MR BROWN. HE SAID HE DID NOT THINK MR BROWN WAS RIGHT IN HIS CRITICISMS OF THE WAY THE GOVERNMENT WAS RUN. MR STEWART SAID THERE WAS NO DICTATION BY MR WILSON, AND NO "GOVERNMENT BY TREASURY".
