THEY BEGAN A TWO-DAY, SECRET CONFERENCE ON THURSDAY AMID SOME OF THE STRICTEST SECURITY PRECAUTIONS EVER SEEN IN THE AUSTRALIAN CAPITAL.

    PAKISTAN AND FRANCE, THE OTHER TWO MEMBERS OF THE EIGHT-NATION MILITARY ALLIANCE, SENT ONLY OBSERVERS. THE AIM OF THE CONFERENCE WAS TO PREPARE A REPORT ON THE SECURITY SITUATION IN SOUTH-EAST ASIA FOR THE THREE-DAY MINISTERIAL MEETING.

    VIETNAM IS THE TOP SUBJECT ON THE AGENDA FOR THE MEETING. MR DEAN RUSK, THE U.S. SECRETARY OF STATE, HELD OUT LITTLE HOPE OF AN EARLY PEACE. HE TOLD REPORTERS WHEN HE ARRIVED IN CANBERRA TODAY: "A STATEMENT WILL COME WHEN HANOI DECIDES IT WILL STOP TRYING TO SIEZE SOUTH VIETNAM BY FORCE AND NOT BEFORE.
