A "GO SLOW" IN BRUSSELS - THAT WAS THE NEWS FROM DIPLOMATIC OBSERVERS WHEN THE 93RD SESSION OF THE EUROPEAN COMMON MARKET COUNCIL OPENED AT THE PALAIS DES CONGRESS IN THE BELGIAN CAPITAL TODAY (FRIDAY).

THE SESSION, DEVOTED TO THE EXAMINATION OF TRANSPORT PROBLEMS, WAS UNDER THE CHAIRMANSHIP OF M. PIERRE GREGOIRE, LUXEMBURG'S TRANSPORT MINISTER AND WAS ATTENDED BY THE TRANSPORT MINISTERS OF THE COMMON MARKET COUNTRIES, INCLUDING M. JACQUET, FRANCE'S NEW TRANSPORT MINISTER.

TODAY'S MEETING FAILED TO MAKE ANY PROGRESS TOWARDS THE ADOPTION OF A COMMON TRANSPORT POLICY - THE MAJOR FACTOR BEING THE NUMBER OF DIFFICULTIES OVER INLAND WATERWAY TRANSPORTATION BROUGHT UP BY THE DUTCH DELEGATION.

ACCORDING TO OBSERVERS THE DUTCH DELEGATION WANTED TO SHOW ITS OPPOSITION TO THE FRENCH DEMAND FOR AN IMMEDIATE SUSPENSION OF THE NEGOTIATIONS BETWEEN BRITAIN AND THE SIX COMMON MARKET COUNTRIES BY GOING SLOW ON PROPOSALS PUT TO THE MARKET'S COUNCIL OF MINISTERS.

SUPPORT FOR BRITAIN'S MEMBERSHIP APPLICATION CAME FROM THE HAGUE TONIGHT IN A RADIO INTERVIEW GIVEN BY THE DUTCH FOREIGN MINISTER, DR. JOSEPH LUNS. HE SAID HE FORESAW A "GRAVE CRISIS" IN THE COMMON MARKET IF FRANCE PERSISTED IN HER ATTITUDE TO BRITAIN'S ENTRY. AND IN BONN, THE WEST GERMAN CABINET AT A SPECIAL MEETING TONIGHT UNANIMOUSLY AGREED TO SUPPORT ITS PREVIOUSLY DECLARED POLICY OF SUPPORTING BRITISH MEMBERSHIP WHICH WAS "NECESSARY FOR POLITICAL AND ECONOMIC REASONS," A GOVERNMENT STATEMENT SAID.
