A reception was held last Friday in Hanoi at the official residence of the North Vietnamese Prime Minister, Pham Van Dong, to work the 21st anniversary of the founding of North Vietnam. President Ho Chi Minh was present at the reception, which was attended by nearly one thousand guests, including representatives of the foreign diplomatic corps.

Mr. Pham said in his speech that peace will be immediately restored when the U.S. and her allies withdraw all their troops from South Vietnam. The basic principle for a peaceful settlement was that the Vietnamese people should have full right to decide on their own destiny.

Ho Chi Minh led in a war cry: "Let us fight against U.S. aggressors," and then conducted the singing of a song: "Let us liberate Vietnam."
