    THE TRADE UNION COUNCIL - EXECUTIVE BODY OF BRITAIN'S TRADE UNION MOVEMENT - ANNOUNCED IN LONDON, JANUARY 23, THAT IT HAD DECIDED TO JOIN THE GOVERNMENT'S NATIONAL ECONOMIC DEVELOPMENT COUNCIL, UNDER CERTAIN CONDITIONS.

    PROPOSED BY THE CHANCELLOR OF THE EXCHEQUER, MR.SELWYN LLOYD, WHILE BRITAIN WAS PUTTING FORWARD HER APPLICATION TO JOIN THE COMMON MARKET, THE NEDC WILL BE COMPRISED OF REPRESENTATIVES OF BOTH SIDES OF INDUSTRY AND THE GOVERNMENT.

    ITS OBJECT, MR.SELWYN LLOYD SAID, WOULD BE TO TACKLE THE OBSTACLES TO SOUND ECONOMIC GROWTH AND TO CONSIDER THE USE OF MISUSE OF RESOURCES.

    ANNOUNCING THEIR DECISION TO JOIN THE COUNCIL, THE TRADE UNION LEADERS LAID DOWN THREE CONDITIONS: THEY SHOULD NOT BE EXPECTED TO ACCEPT WAGE RESTRAINTS; THEY MUST BE ALLOWED TO MAKE MINORITY REPORTS AND TO REPORT BACK TO THE TUC GENERAL COUNCIL ON ANY RECOMMENDATION.

    THE DECISION WAS REACHED AFTER A STORMY SESSION OF THE TUC GENERAL COUNCIL, WITH THE OPPOSITION BEING LED BY MR.FRANK COUSINS, PRESIDENT OF THE TRANSPORT AND GENERAL WORKERS UNION, SUPPORTED BY THE BOILERMAKERS' SECRETARY, MR.TED HILL.DISCUSSIONS LASTED OVER TWO HOURS, WITH SIR TOM WILLIAMSON OF THE GENERAL AND MUNICIPAL WORKERS', AND OTHER UNION LEADERS HAVING THEIR SAY.
