    MORE THAN 7,000 STUDENTS FROM TOKYO'S UNIVERSITIES YESTERDAY (FRIDAY) STAGED A MASS RALLY TO PROTEST AGAINST AMERICAN ACTIONS IN THE DOMINICAN REPUBLIC AND THE BOMBING OF NORTH VIETNAM. IT WAS THE SECOND TIME WITHIN A WEEK THAT TOKYO UNIVERSITY STUDENTS HAVE DEMONSTRATED AGAINST UNITED STATES POLICIES IN THE JAPANESE CAPITAL.

    UNLIKE LAST SUNDAY'S DEMONSTRATION, NO ONE POLITICAL GROUP OF STUDENTS SPONSORED THE RALLY. THEY CROWDED INTO A HUGE AUDITORIUM IN TOKYO'S HIBIYA PARK TO HEAR ADDRESSES FROM STUDENT LEADERS, ALL OF WHOM ACCUSED THE UNITED STATES OF INTERFERENCE IN VIETNAMESE AND DOMINICAN AFFAIRS.

    MANY OF THE SPEAKERS ALSO REBUKED THE UNITED STATES FOR REJECTING PLEAS FROM JAPANESE ACADEMICS AND INTELLECTUALS THAT THE BOMBING OF NORTH VIETNAM BE STOPPED; A SUGGESTION WHICH THE UNITED STATES CLAIMED, IN REPLY, WAS NOT CONSTRUCTIVE.

    AFTERWARDS, THE STUDENTS STREAMED OUT OF THE PARK AND HEADED TOWARDS THE UNITED STATES EMBASSY. HOWEVER, AN ESTIMATED 8,000 POLICE SUPPORTED BY ARMOURED CARS HAD THROWN A TIGHT CORDON AND HEADED THE STUDENTS OFF AS THEY ATTEMPTED TO BREAK THROUGH POLICE LINES.

    A NUMBER OF STUDENTS WERE ARRESTED FOLLOWING SCUFFLES WITH POLICE, AND SEVERAL WERE LATER CHARGED WITH VIOLATING TOKYO'S ROAD REGULATIONS. NONE OF THE STUDENTS REACHED THE EMBASSY.

    (THE UNITED NATIONS SECURITY COUNCIL TODAY ADOPTED A FRENCH PROPOSAL THAT THE SUSPENSION OF HOSTILITIES IN SANTO DOMINGO, THE DOMINICAN CAPITAL, BE TURNED INTO A PERMANENT CEASE-FIRE. THE UNITED STATES ABSTAINED FROM VOTING ON THE PROPOSAL, MAINLY OVER THE FRENCH DELEGATION'S OMISSION OF ANY REFERENCE TO THE PEACE-MAKING ROLE OF THE ORGANISATION OF AMERICAN STATES.)
