    HOGARTH: THE VIEWS ACTUALLY WERE ALL SOLID - NO MODERATE NOR NO MILITANT EITHER. THEY WERE ALL SOLID ALL THE ONE WAY.



    INTERVIEWER: ARE YOU CERTAIN THAT YOU'LL GET THE SUPPORT OF THESE FOREIGN UNIONS IN THIS BOYCOTT OF BRITISH SHIPS ABROAD?



    HOGARTH: WELL WE CAN'T BE CERTAIN THAT WE'LL GET 100 PER CENT SUPPORT, KNOWING HOW FOREIGN UNIONS ARE VERY OFTEN GOVERNED BY LEGISLATION IN THEIR OWN PARTICULAR COUNTRY, BUT WE FEEL THAT WE'LL GET AT LEAST 75 PER CENT SUPPORT.



    INTERVIEWER: HOW CAN YOU IN FACT ARGUE THAT THESE NEW MOVES ARE AGAINST THE SHIPOWNERS AND NOT THE BRITISH PEOPLE?



    HOGARTH: WELL, THEY'LL PERHAPS STIFFEN THINGS FOR THE BRITISH PEOPLE BUT WE ARE NOT STOPPING FOREIGN SHIPS COMING INTO THE COUNTRY SO ITS NOT A MATTER OF TRYING TO AFFECT THE PEOPLE. ITS BRITISH FLAG SHIPS WE ARE AFTER.

    UNION EXECUTIVES AGREED TO SEEK WORLDWIDE UNION ACTION TO TIE UP ALL BRITISH SHIPS ABROAD, TO BLACKLIST FOREIGN TANKERS BRINGING IN OIL NORMALLY CARRIED BY BRITISH CREWED SHIPS AND TO STOP FOREIGN SHIPS FROM TRADING ON THE BRITISH COAST AS REPLACEMENTS FOR THE 600 STRIKE-BOUND HOME-TRADE SHIPS.

    THE DECISION WAS SEEN IN GOVERNMENT CIRCLES AS LARGELY A PSYCHOLOGICAL MOVE BY THE UNION EXECUTIVE TO DEMONSTRATE A TOUGH STAND TO SHIP OWNERS AND THEIR OWN 62,500 MEMBERS BEFORE THE PUBLICATION OF INTERIM FINDINGS BY AN INDEPENDENT COURT OF INQUIRY TOMORROW.

    AFTER TODAY'S MEETING OF THE SEAMEN'S UNION EXECUTIVE THE SEAMEN'S LEADER MR WILLIAM HOGARTH WAS INTERVIEWED AND HAD THIS TO SAY.
