    Archbishop Makarios, the President of Cyprus, who was ousted by a military coup on Monday (15 July), called on United Nations Secretary General Kurt Waldheim at the United Nations Headquarters in New York on Thursday (18 July), less than three hours after flying in from London.

    The deposed President made no statement to a large crowd of waiting reporters, but stood posing for photographers for several minutes.

    He was greeted in the lobby of the UN Headquarters by Dr. Waldheim, who appeared to have made a hurried descent from his 38th floor office after being informed that the Archbishop had arrived twenty minutes early for his appointment.

    Earlier a crowd of sympathetic Cypriots had cheered the Archbishop as he arrived at his hotel. They waved placards carrying his photograph and shouted "Makarios, Makarios" as the stepped out of his car and into the lobby.

    Meanwhile, a number of non-permanent Security Council members were putting the finishing touches to a draft resolution requesting the immediate withdrawal of foreign military personnel from Cyprus. Sources say that the delegations most closely consulted in the early stages were those of Australia, Austria, Cameroun and Indonesia.

    When he arrived at the UN building,, Archbishop Makarios was accompanied by Mr. Zenon Rossides, who was sacked as Cyprus' Ambassador to the UN by the new authorities in Nicosia.

    The indicated that they would be sending their own representative, Mr. Loukis Papafilippou.

    Security Council members have agreed to greet Archbishop Makarios as Head of State, and one western diplomat said that it appeared inconceivable that Mr. Papafilippou would be seated as a representative of Cyprus once the council had agreed to hear the Archbishop as Head of State. None of the Council members has yet recognised the new regime.
