French Cabinet Ministers were filmed, October 21, arriving for a meeting at the Elysee Palace. They were each accompanied by a police guard - a notable departure since only some of the Ministers have had police protection in the past.
The extra security measures follow the shooting up of M. Mitterand's car, October 16, after the former Minister had escaped from the car only seconds before. The shooting followed a public warning from Gaullist Deputy, M. Neuwirth, saying that "murder commandos" had crossed the Spanish frontier with a list or market men in France. The agents from Spain were assumed to be acting for European extremists in Algeria following the announcement of President de Gaulle's plan for Algeria which last week was approved by an overwhelming majority in the National Assembly. M. Mitterand is a left wing senator known for his support in the past for a negotiated Algerian settlement. Extensive precautions are reported to have been made to protect General de Gaulle himself in the past week.
After the Cabinet meeting today, at which Algerian and home affairs were discussed, it was regarded as certain that President de Gaulle was inviting Mr. Khrushchev to visit Paris. There was no official confirmation. President de Gaulle approved the proposal for a Summit meeting, to be held not before next spring.
