    THE SPANISH FOREIGN MINISTER, SENOR CASTIELLA, ARRIVED IN LONDON TODAY (MONDAY) FOR TALKS WITH THE BRITISH GOVERNMENT ON GIBRALTAR. GIBRALTAR HAS BEEN A STUMBLING BLOCK IN ANGLO-SPANISH RELATIONS FOR A LONG TIME AND THE IMPORTANCE OF A SETTLEMENT IS ILLUSTRATED BY THE FACT THAT THE TALKS ARE GOING TO START AT FOREIGN MINISTER LEVEL.

    IT SEEMS PROBABLE THAT SPANISH DEMANDS WILL INCLUDE THE DROPPING OF PLANS TO GIVE FULLER INDEPENDENCE TO GIBRALTAR. THE SPANISH CASE FOR THIS IS THAT ANY TRANSFER OF SOVEREIGNTY TO THE GIBRALTARIANS IS CONTRARY TO THE TREATY OF UTRECHT WHICH GAVE BRITAIN POSSESSION. ANOTHER POINT MAYBE A RECOGNITION OF WHAT SPAIN CALLS HER "SPECIAL INTEREST" IN GIBRALTAR AND THERE MIGHT ALSO BE PROPOSALS FOR JOINT ACTION TO COMBAT SMUGGLING.

    ONE SOLUTION PUT FORWARD BY BUSINESS INTERESTS IS THE CREATION OF A JOINTLY FINANCED INTERNATIONAL "FREE PORT" AT GIBRALTAR, BUT SPAIN ALREADY HAS FREE PORTS IN BARCELONA AND THE CANARY ISLANDS.

    THE 250-YEAR-OLD DISPUTE OVER OWNERSHIP OF THE "ROCK" WAS SPOTLIGHTED IN OCTOBER 1964 WHEN SPAIN INTRODUCED SEVERE CUSTOMS CHECKS. TOURISTS WERE THE MOST PUBLICISED VICTIMS BUT THE NEW REGULATIONS HIT SPANISH WORKERS IN GIBRALTAR. ONCE THE SPANISH WORKERS WERE ALLOWED TO SPEND 20 PER CENT OF THEIR PAYPACKETS ON THE ROCK, BUT NOW THEY CAN BE HEAVILY FINED FOR BUYING JUST A PACKET OF CIGARETTES.

    THE GIBRALTARIANS THEMSELVES - THERE ARE SOME 24,000 PEOPLE LIVING THERE - ARE DEMANDING THAT BRITAIN MAKES NO CONCESSIONS TO SPAIN AT ALL. THEY SEE THEIR FUTURE WITH INTERNAL SELF-GOVERNMENT BUT WITH BRITAIN UNDERTAKING DEFENCE AND FOREIGN POLICY. THEY THINK OF THEMSELVES ALMOST AS LONDONERS AND TOTALLY ISOLATED FROM NEIGHBOURING SPAIN.
