    NONE OF THE COMMON MARKET FOREIGN MINISTERS DUE TO ATTEND A MEETING IN BRUSSELS TONIGHT (THURSDAY) TURNED UP DUE TO THE DOMESTIC CRISIS IN FRANCE AND THE POLITICAL DIFFICULTIES IN FOUR OF THE OTHER MEMBER STATES.

    WEST GERMANY PROPOSED INDUSTRIAL TARIFF CUTS OF 30 PER CENT OVER THREE YEARS BETWEEN THE SIX-NATION COMMON MARKET AND THE FOUR WOULD-BE MEMBERS -- BRITAIN, DENMARK, IRELAND AND NORWAY. HERR ROLF LAHR, WEST GERMAN SECRETARY OF STATE, ITEMISED THE PROPOSED ARRANGEMENTS AND SUGGESTED THEY SHOULD BEGIN NEXT JANUARY AND THAT THERE SHOULD BE PARALLEL ARRANGEMENTS FOR AGRICULTURAL PRODUCE.

    UNDER THE WEST GERMAN PROPOSAL, THERE WOULD BE FURTHER TALKS ABOUT INCREASED TARIFF REDUCTIONS AND ENTRY, BUT THE MINISTER GAVE NO INDICATION OF WHEN THIS SHOULD TAKE PLACE.

    HERR LAHR ALSO PROPOSED A THREE-STAGE PLAN FOR TECHNOLOGICAL CO-OPERATION BEGINNING WITH WORK BY THE COMMUNITY BUT LEADING TO A 10-NATION CONFERENCE LINKING THE SIX AND THE APPLICANTS.

    M. JEAN REY, PRESIDENT OF THE COMMON MARKET COMMISSION, TOLD THE DELEGATES THAT HE WOULD EXAMINE THE WEST GERMAN PROPOSAL WITH A VIEW TO DRAWING UP A COMPROMISE PROPOSAL ON BRITISH ENTRY BEFORE AUGUST. THE COMPROMISE WOULD ALSO TAKE INTO CONSIDERATION PROPOSALS ON BRITISH ENTRY SUBMITTED BY ITALY AND THE BENELUX COUNTRIES AS WELL AS THE COMMISSION'S OWN SUGGESTIONS, ACCORDING TO INFORMED SOURCES IN BRUSSELS.

    THE MEETING ENDED TONIGHT, ONE DAY AHEAD OF SCHEDULE BECAUSE OF THE FOREIGN MINISTERS' ABSENCE.
