    President Rajendra Prasad left New Delhi June 20 on a two-week tour of the soviet Union at the invitation of Soviet Premier Nikita Khrushchev and the President of the Soviet Union. At the airport, Premier Nehru, cabinet colleagues and diplomats were present in the early hours of the morning to see the Indian President off. Prior to his departure Dr. Prasad inspected a Guard of Honour.

    The same morning Dr. Radhakrishnan was sworn in as Acting President an event hailed by political observers as of extreme significance in view of the current tension on the Indian borders with China. Now the Indian Government will not be handicapped in issuing any ordinances or State of Emergency which can only be done by the President's office. In the past when Dr. Prasad has travelled abroad, no need was felt for swearing in an Acting President. The swearing in of Dr. Radhakrishnan was also noted by political observers as confirming Dr. Radhakrishnan to be the successor of Dr. Prasad.

    The 76-year-old President arrived in Moscow the same day. He termed his visit "a personal voyage of discovery."
