    GHANA SENT A STRONG DELEGATION. THE EDUCATION MINISTER FOR KENYA, DR. JULIUS KIANO TOLD DELEGATES THAT 65 PER CENT OF THE COUNTRY;S CHILDREN STUDIED AT PRIMARY SCHOOLS, BUT ONLY 12 PER CENT MOVED ON TO SECONDARY EDUCATION. BOTH THESE TARGETS, HE SAID, EXCEEDED THE TARGETS SET BY THE CONFERENCE AT ITS 1961 MEETING IN ADDIS ABABA.

    "THE EXPENSE ELEMENT OF SECONDARY EDUCATION WILL, FOR A LONG TIME, ONLY ALLOW A SMALL PERCENTAGE OF PRIMARY SCHOOL LEAVES TO RECEIVE SECONDARY EDUCATION," DR. KIANKO ADDED.

    THE SOMALI EDUCATION MINSTER, MR. ADEN ISAAK, SAID AFRICAN UNIVERSITIES DID NOT HAVE ENOUGH PUPILS, AND THEY SHOULD ADMIT STUDENTS FROM OTHER AFRICAN COUNTRIES.

    THE NIGERIAN COMMISSIONER FOR EDUCATION, MR. WENIKE BRIGGS, SAID THE GROWTH OF EDUCATION IN AFRICA WAS SERIOUSLY SHORT OF NEEDS AND HAD FALLEN WELL BELOW THE TARGET SET IN ADDIS ABABA. ONE OF THE MAIN FAILURES WAS THE TRAINING OF TEACHERS, IT WAS ALSO COURTING DISASTER TO PLAN EDUCATIONAL EXPANSION WITHOUT SIMULTANEOUSLY CREATING JOB OPPORTUNITIES.
