    The Japanese Foreign Minister, Masayoshi Ohira, has spent three days in Moscow where he had talks with Soviet leaders on a formal peace treaty between the two nations. Mr Ohira also explained to his Soviet counterpart, Mr Gromyko, Tokyo's new policy towards Peking following the establishment of diplomatic relations between Japan and The People's Republic of China.

    The peace treaty talks ended in deadlock because of a failure to agree on ownership of four Pacific islands which have been under Soviet control since 1945.

    However, lower level talks between the two nations will continue until next year when the Foreign Ministers are to meet again.
