    The United States said on Tuesday (29 June) that it would welcome the participation of all nuclear states, including the People's Republic of China, in disarmament talks. Ambassador James Leonard, the United States delegate to the 25-nation Geneva Disarmament Conference which opened on Tuesday, also indicated that his country had not closed the door on a recent Soviet proposal for a five power conference of states possessing nuclear weapons.

    Delegates at the conference also discussed moves to outlaw biological weapons and a comprehensive treaty banning all nuclear tests. The United States and the Soviet Union are co-chairmen of the conference, which has now resumed after a six-week break.
