    MUCH OF THE TALKS -- WHICH ARE EXPECTED TO GO ON FOR A WEEK -- WILL FOCUS ON THE CANCELLATION BY THE CONGOLESE GOVERNMENT LAST NOVEMBER OF BELGIAN COMPANIES' MINING RIGHTS.ALL HOLDINGS WERE NATIONALISED, AND THE TWO COUNTRIES ARE IN DISPUTE OVER THE OWNERSHIP.LEOPOLDVILLE CLAIMS OWNERSHIP OF ALL THE SHARES, WHILE BRUSSELS RECOGNISES CONGOLESE RIGHTS OVER ONLY TWO-THIRDS OF THEM INSISTING THAT THE OTHER THIRD -- VALUED IN 1960 AT 250-MILLION DOLLARS -- BELONGS TO A PRIVATE BELGIAN COMPANY.

    A SECOND MAIN ISSUE AT STAKE IS THE CONGOLESE PUBLIC DEBT OF 900-MILLION DOLLARS.THE TWO COUNTRIES ARE IN DISPUTE OVER HOW THE RESPONSIBILITY SHOULD BE SHARED.THE TALKS WILL ALSO COVER THE POSITION AND SAFETY OF BELGIAN NATIONALS WORKING IN THE CONGO UNDER AN AID PROGRAMME.
