    The Arab League has accepted the Palestine Liberation Organisation as its 21st full member.

    SYNOPSIS: The decision to admit the PLO as a full member was taken at the 66th meeting of the Arab League Council in Cairo, Egypt on Monday (6 September). It gives the PLO the same rank as an Arab state, and means that in Arab eyes the PLO is a legal national entity. Israel and the United States have refused to have direct dealings with the PLO, labelling it a terrorist organisation. The Arab League decision means the Arab states have hardened their position on the organisation's status as the sole representative of the Palestinian people.

    The decision also boosts the international status of the PLO, which is the umbrella group for Palestinian organisations, at a time when Palestinian commandos are under heavy military pressure in Lebanon from Lebanese right-wing forces and Syrian troops. But the decision was unanimous, meaning that the Lebanese and Syrian representatives agreed to it.

    The PLO was represented at the Council session by Mr. Farouk Kaddoumi, the organisation's foreign affairs spokesman.

    The meeting was chaired by Mr. Habib Chatti, Foreign Minister of Tunisia, who took over from Mohamed Ben Mobarek Al Khalifa, Foreign Minister of Bahrain. Mr. Chatti made a speech deploring the many disputes between Arab countries. He said Lebanon -- where 40,000 people have been killed in 17 months of fighting -- was the scene of heinous crimes.
