    The American Ambassador to the United Nations, Andrew Young, said in Caracas, Venezuela, on Friday (12 August) that his country was partially responsible for the number of military governments in Latin America.

    Mr. Young said he had arranged before leaving New York, on his Caribbean mission to meet Mr. Nkomo. On Saturday (13 August) Mr. Young left for the Dominican Republic.

    SYNOPSIS: Mr. Young arrived in the Venezuelan capital on his 10-nation tour of the Caribbean and Latin America. He said most of the military leaders in power in Latin America had been trained as anti-communists in the Unites States.

    Mr. Young made the comments to newsmen. He's is Caracas for two rounds of talks with President Carlos Andres Perez of Venezuela. Earlier, he had met black Rhodesian nationalist leader Joshua Nkomo in Georgetown, Guyana, and said he found him far more conciliatory than he had expected.
