    THE COMMONWEALTH SANCTIONS COMMITTEE TODAY (THURSDAY) DECIDED AT A MEETING IN LONDON TO SET UP A SPECIAL SEVEN-NATION GROUP TO PLAN FRESH ACTION TO TOPPLE THE RHODESIAN REGIME. THE GROUP WILL CONSIST OF GOVERNMENT REPRESENTATIVES OF CANADA, INDIA, PAKISTAN, KENYA, JAMAICA, BRITAIN AND ZAMBIA.

    ENVOYS BASED IN LONDON OF 25 COMMONWEALTH GOVERNMENTS MADE THE DECISION DURING THEIR THREE-HOUR MEETING UNDER THE CHAIRMANSHIP OF TRINIDAD'S HIGH COMMISSIONER, MR. ANDREW ROSE.

    THE BRITISH COMMONWEALTH SECRETARY, MR. GEORGE THOMSON, AND THE COMMONWEALTH MINISTER OF STATE, MR. GEORGE THOMAS, REPORTED ON THE CURRENT POSITION OF THE SANCTIONS CAMPAIGN -- WHICH AFRICAN AND ASIAN REPRESENTATIVES CRITICISE AS A FAILURE SO FAR.

    IT WAS REPORTED THAT BRITAIN MADE TI CLEAR TO THE MEETING IN A PAPER ON OIL SANCTIONS THAT ALTHOUGH LEAKAGES WERE BEING ACTIVELY STUDIED THERE WAS LITTLE POSSIBILITY OF ENFORCING AN OIL BAN AT PRESENT. A NAVAL BLOCKADE WOULD BE NECESSARY AND THIS WAS IMPRACTICABLE.

    THERE WAS ALSO A DISCUSSION ON POSSIBLE ACTION TO BLOCK RHODESIANS TRAVELLING ABROAD PASSPORTS ISSUED BY THE BREAKAWAY REGIME.
