    GREECE IS PREPARING TO VOTE ON SEPTEMBER 29 IN A REFERENDUM ON THE COUNTRY'S NEW DRAFT CONSTITUTION. A REPORT FROM ATHENS SAYS THE CONSTITUTION WILL COME INTO EFFECT IMMEDIATELY AFTERWARDS EXCEPT FOR "CERTAIN ARTICLES RELATING TO THE FREEDOM OF THE INDIVIDUAL, THE PRESS AND THE ELECTION OF DEPUTIES."
    MORE THAN 5-MILLION GREEKS ARE EXPECTED TO VOTE IN THE REFERENDUM. VOTING IS COMPULSORY AND LEAVE FOR ARMED SERVICES PERSONNEL HAS BEEN CANCELLED. MARINERS OVERSEAS WILL VOTE ON BOARD THEIR VESSELS.

    THE DRAFT OF THE NEW CONSTITUTION WAS ORIGINALLY PUBLISHED IN JULY AND IT STRIPPED THE MONARCHY OF WIDE-RANGING POWERS, INCLUDING THE RIGHT TO APPOINT OR DISMISS MINISTERS AND MAKE KEY MILITARY APPOINTMENTS. THE FINAL DRAFT, WHICH WAS PUBLISHED LAST MONDAY (SEPTEMBER 16) PLACED A FURTHER RESTRICTION ON KING CONSTANTINE. IT SAID THAT IN ANY EVENT OF CONTROVERSY OF THE EXTENT OF HIS POWERS, HE WOULD HAVE TO ABIDE BY THE DECISION OF A CONSTITUTIONAL COURT.

    THE NEW DRAFT ALSO STATES THAT ELECTIONS WILL BE HELD BY THE REVOLUTIONARY GOVERNMENT -- THE FIRST SINCE THE ARMY TAKE - OVER ON APRIL 21, 1967. A STATEMENT BY PREMIER GEORGE PAPADOPOULOS MADE NO MENTION OF ANY SET DATE FOR THE ELECTION.
