    On Wednesday (13 February) at Algiers International Airport, King Faisal of Saudi Arabia and President Sadat of Egypt arrived to attend a hastily convened two-day summit conference of Arab leaders. They were greeted by Algeria's President Houari Boumedienne.

    At the conference they were to be jointed by President Hafez Al Assad of Syria.

    Outside observers considered that the conference would try to reconcile the continuation of the Arabs' oil embargo with the possibility of a disengagement of the Syrian and Israeli armies in the Goldan Heights. It was believed that Sadat and King Faisal favored an easing of the oil embargo, but this view would be strongly opposed by the Syrian and Alergian presidents. Their view is said to be that any easing of the oil embargo would bring about a consequent easing of the United States' pressure on Israel to make concessions in the peace negotiations.
