    INTRODUCTION: Soviet Foreign Minister Andrei Gromyko is back home after a visit to India -- the first by a representative of the world's major powers to the new government of Prime Minister Moraji Desai. Declarations by both sides after his three-day visit said that the previous good relations between the two nations would continue to flourish.

    SYNOPSIS: The Janata Party Government in India came to power last month (March) after heavily defeating Mrs Indira Gandhi's Congress Party. Mr Desai himself was jailed in the last eighteen months of Mrs Gandhi's reign, under a state of emergency supported by the Soviet Union, which became India's closest ally after they signed a major pact in 1971.

    Following his talks with Mr Desai and other Indian government officials, Mr Gromyko declared that the foundations of the Soviet-Indian pact were so strong that no power on earth could shake them. Indian Foreign Minister Mr Atal Vajpayee, who joined the two leaders in their talks, made an equally strong statement. The bonds of friendship between them, he said, were strong enough to survive the fate of an individual or the fortune of a political party -- a clear reference to the defeat of Mrs Gandhi and her Congress Party. A joint official communique re-affirmed friendly ties between the two nations.
