    THOUSANDS OF RIOT POLICE CONTROLLED ANTI-AMERICAN DEMONSTRATIONS AT OSAKA AIRPORT NEAR THE JAPANESE CITY OF KYOTO YESTERDAY (4 JULY) WHEN THE UNITED STATES SECRETARY OF STATE, MR DEAN RUSK, ARRIVED FOR TRADE AND ECONOMIC TALKS.

    MR RUSK FLEW TO KYOTO FROM TAIPEH TO HEAD THE AMERICAN DELEGATION AT THE FIFTH ANNUAL JAPANESE-AMERICAN TRADE AND ECONOMIC TALKS. THE AGENDA OF THE THREE-DAY CONFERENCE IS TOPPED BY SOUTH EAST ASIAN AFFAIRS, PARTICULARLY THE VIETNAM CONFLICT.

    STUDENT AND LABOUR LEADERS, WHO OPPOSE THE CONFERENCE BECAUSE THEY BELIEVE IT WILL INVOLVE JAPAN MORE DEEPLY IN AMERICAN POLICY ON VIETNAM, HAD CALLED FOR 50,000 DEMONSTRATORS TO MEET MR RUSK AT THE AIRPORT.

    ABOUT 5,000 PEOPLE TURNED UP, CARRYING PLACARDS TELLING THE AMERICAN VISITORS TO GO HOME. BUT THE AUTHORITIES HAD ALREADY ORDERED THOUSANDS OF RIOT POLICE INTO THE AREA, AND THE DEMONSTRATORS, MOST OF THEM STUDENTS, WERE KEPT WELL AWAY FROM THE AIRPORT.

    LATER POLICE KEPT DEMONSTRATORS AWAY MR RUSK'S HOTEL. ABOUT 600 STUDENTS MILLED AROUND BEHIND POLICE LINES, AND THERE WERE SOME SCUFFLES.
