Background: MADAME SOUVANNA PHOUMA, WIFE OF THE LAOTIAN NEUTRALIST PRIME MINISTER, AND A GROUP OF WOMEN SOCIAL WELFARE WORKERS, FLEW TO MUONG PHAN, A DISTRICT NEAR THE PLAIN OF JARS, IN CENTRAL LAOS RECENTLY.

THEY WERE MET ON ARRIVAL BY A FRENCH OFFICIAL AND GENERAL KONG LE, COMMANDER OF THE NEUTRALIST FORCES.

THE PARTY WAS WHISKED OFF TO A RED CROSS HOSPITAL WHERE TROOPS OF THE NEUTRALIST AND TIGHT-WING FACTIONS ARE RECOVERING FROM WOUNDS SUSTAINED IN TWO FIERCE BATTLES WITH PRO-COMMUNIST PATHET LAO FORCES IN CENTRAL LAOS LAST WEEK.

THE PATHET LAO ARE NOW IN CONTROL OF THE FERTILE RICE-GROWING NAKY PLATEAU WHICH WAS UNDER THE RIGHT-WING AND NEUTRALIST CONTROL. THE PATHET LAO HAD BEEN FIGHTING FOR THE AREA SINCE LAST NOVEMBER.

PATHET LAO FORCES HAVE ALSO PUSHED TO WITHIN 20 KILOMETRES OF THE TOWN OF THAKHET ON THE LAOS-THAILAND BORDER. WESTERN MILITARY AND DIPLOMATIC SOURCES BELIEVED THAT THE PUSH TOWARD THE TOWN WAS MADE TO COUNTER RIGHTIST GAINS IN THE AREA.

WHILE IN MUONG PHAN, THE PARTY ALSO VISITED A TINY VILLAGE WHICH IS NOW HOME FOR THE REFUGEES WHO FLED FROM THEIR VILLAGE IN CENTRAL LAOS WHEN FIGHTING BROKE OUT. THEY WERE GIVEN BLANKETS, CLOTHINGS AND CIGARETTES.
