    Rome was shrouded in low cloud and driving rain when President Eisenhower arrived midday, Dec. 4, to begin his three-week tour of eleven countries.
    He was greeted at Ciampino Airport by President Gronchi, who had sheltered anxiously in the airport building while the presidential Boeing 707 jet airliner delayed landing for 15 minutes because of bad weather and a break in radar contact with the plane.
    After landing, President Eisenhower repeated what he told the American people before leaving - the message he was carrying to each country he visited was that Americans want to live "in peace and friendship - in freedom." Also greeting him at the airport were Prime Minister Segni and the American Ambassador in rome, Mr. Zellerbach.
    The rain kept Romans indoors as the President drove to the Quirinale Palace in Rome, where he is staying. There were only a few cries of "Vive Ike" as the president's car came from the airport, but political parties - including the Communists - were united in pro-claiming a warm welcome for the President.
    Mr. Eisenhower's party included his son and daughter-in-law, Major and Mrs. John Eisenhower; Mr. Murphy, Under-Secretary of State for Political Affairs; Press Secretary Hagerty, and Maj. Gen Snyder, his personal physician. From Rome the President flies onto Ankara, Dec 6.
