    Background: FORTY-FIVE OFFICERS OF THE UNITED STATES NATIONAL WAR COLLEGE LEFT ACCRA BY AIR FOR NAIROBI ON FRIDAY MORNING (22 MARCH) AFTER A TWO-DAY STUDY VISIT TO GHANA. THE PREVIOUS EVENING THEY WERE GUESTS OF HONOUR AT A COCKTAIL PARTY IN OSU CASTLE, GIVEN BY GENERAL ANKRAH, COMMANDER-IN-CHIEF OF THE GHANA ARMED FORCES.

    THE U.S. OFFICERS, LED BY LT-GENERAL ANDREW GOODPASTER, COMMANDANT OF THE COLLEGE, ARE IN THE COURSE OF AN AFRICAN TOUR FOR WHAT THEY DESCRIBE AS 'ORIENTATION'. AS WELL AS THEIR GHANA VISIT, THEY WILL ALSO TOUR PARTS OF ETHIOPIA, ZAMBIA, NIGERIA AND THE UPPER VOLTA.

    WAITING AT THE AIRPORT TO SEE THEM OFF ON FRIDAY WERE OFFICERS OF THE GHANA ARMED FORCES AND OFFICIALS OF THE UNITED STATES EMBASSY. BEFORE THE OFFICERS BOARDED THE PLANES COLONEL P.F. QUAYE OF THE GENERAL HEADQUARTERS OF THE GHANA ARMED FORCES, PRESENTED A KENTE CUMMERBUND TO LT-GENERAL GOODPASTER ON BEHALF OF THE GENERAL OFFICER COMMANDING THE GHANA ARMED FORCES, AIR-MARSHAL OTU. GENERAL GOODPASTER EXPRESSED HIS THANKS, AND SAID IT WOULD SERVE AS A REMINDED OF GHANA'S HOSPITALITY AND KINDNESS. THEN, A FINAL EXCHANGE OF GREETINGS BEFORE THE GIANT U.S. AIRLIFT COMMAND TOOK OFF NOR NAIROBI.

    THE NIGHT BEFORE GENERAL ANKRAH INVITED THE OFFICERS TO OSU FOR COCKTAILS AT THE CASTLE. THERE TO WELCOME THEM WAS THE COMMISSIONER FOR EXTERNAL AFFAIRS, MR. P.D. ANIN. ALSO IN ATTENDANCE WERE MAJOR-GENERAL OCRAN, WHO IS COMMANDER OF THE GHANA ARMY AND MEMBERS OF THE N.L.C., AIR-MARSHAL OTU, AND THE U.S. AMBASSADOR IN GHANA, MR. FRANKLIN WILLIAMS. THERE TOO WERE SENIOR OFFICERS OF THE GHANA ARMED FORCES. GENERAL ANKRAH, ACCOMPANIED BY GENERAL GOODPASTER AND AIR-MARSHAL OTU, MANAGED TO CHAT WITH MOST OF THE OFFICERS, AND EXCHANGE A FEW USEFUL IDEAS.
