SYNOPSIS: On Tuesday, the second day of a visit to Algeria, the Soviet Prime Minister, Mr. Kosygin, visited a cemetery dedicated to Martyrs of the Algerian Revolution. He was accompanied by members of the Soviet delegation and Algerian dignitaries, including M. Cherif Belkacem, Minister of State and member of the Revolutionary council.
On the same day, at a dinner given by President Boumedienne, Mr. Kosygin called for guarantees of lasting peace and security and a halt to the arms race.
He talked of Soviet efforts to reach what he called a turning point towards and international detente and to create conditions, as he put it, for the free and independent development of all peoples in an atmosphere not darkened by military danger. Mr. Kosygin referred to what he described as United States aggression in Vietnam and Israeli aggression in the Middle East. He said it was necessary to liquidate this aggression to reach a turning point in international relations.
The Soviet Prime Minister is in Algeria for four days.
