    ON MAY 26 - THE LAST DAY MR. BUTLER'S TWO-WEEK FACT-FINDING TOUR OF THE RHODESIAN FEDERATION, AIMED AT SOUNDING OPINIONS ON POSSIBLE CONSTITUTIONAL CHANGES - SIR ROY WELENSKY, PRIME MINISTER OF THE FEDERATION, GAVE A PRESS CONFERENCE IN SALISBURY, SOUTHERN RHODESIA.

    EXPRESSING GREAT CONFIDENCE IN MR. BUTLER, BRITISH HOME SECRETARY AND MINISTER FOR CENTRAL AFRICAN AFFAIRS, SIR ROY SAID HE FELT THAT, IF AN APPOINTMENT SUCH AS MR. BUTLER'S HAD BEEN MADE FIVE YEARS AGO. MANY DIFFICULTIES THAT HAD ARISEN BETWEEN THE BRITISH AND FEDERAL GOVERNMENTS MIGHT HAVE BEEN AVOIDED.

    MR. BUTLER HIMSELF SAID UPON RETURNING TO LONDON MAY 27 HE THOUGHT HIS VISIT HAD DONE SOMETHING TOWARDS RESTORING CONFIDENCE BETWEEN THE BRITISH GOVERNMENT AND THE GOVERNMENTS OF THE FEDERATION AND ITS TERRITORIES. ALTHOUGH THIS WAS ONLY A BEGINNING IT WAS "A SOLID BASIS FOR FUTURE WORK."
